The NOHA Board of Directors has approved updates to the Video Review Policy for the 2025-26 season. These changes include increased fees, expanded review criteria, enhanced procedures, and the introduction of an optional video review process for tournaments. Key Policy Changes for 2025-26 Season
1. Fee Structure Changes
- Review fee increased from $226.00 ($200 + HST) to $300.00 (including HST)
- Refund amount for successful appeals reduced from $166.00 to $200.00
- Previously: Full refund minus $60 fee
- Now: Reduced fee of $100 (including GST) for successful appeals
2. Enhanced Submission Requirements
- Payment method changed to "Square" invoice system
- 5-day payment deadline for invoices (previously immediate deposit required)
- Clips must originate from head coach or team manager only (parents/others excluded)
- Video requirements remain: 15 seconds before and after incident
- 72-hour submission deadline unchanged
3. Improved Review Process
- Four possible outcomes clearly defined (inconclusive, misapplication, correct application, supplementary discipline)

- Reviews will not be completed DURING tournaments, with the exception of tournaments that opt in for video reviews (see below)
4. Administrative Changes
- All funds collected support official education programs
- Minor Hockey Associations remain ultimately responsible for outstanding invoices
Tournament Video Review Implementation
Overview
NOHA has introduced an optional video review process for tournaments, recognizing the interest from tournament organizers and participants for this service during competitive events.
Key Features:
- Opt-in basis: Tournament organizers must request video review services
- Advanced notice required: Application must be submitted at least 3 weeks before tournament start to confirm availability of personnel
- Dedicated staffing: NOHA will make personnel available for tournaments that opt in
- Expedited timeline: 3-hour submission deadline (vs. 72 hours for regular season)
Tournament-Specific Requirements:
- $2,000 deposit required (minimum 5 days before tournament start)
- $1000 returned if no video reviews are requested during tournament
- Same review criteria as regular season policy
- No guarantee reviews will be completed before next game due to tournament pace
- Tournament Chair acts as intermediary for all submissions
Financial Structure:
Tournament organizers determine how to recoup costs from participants. The deposit structure ensures NOHA can provide qualified personnel while minimizing financial risk.
